The full system is the recommended option because the campaign and the page are built to work together, but the choice is yours. Google Ads management and website design are each covered separately if you need just one.

That mismatch kills conversion rates. Building them together solves this in several ways. The messaging can exactly match the ads, so there is no disconnect between what the search result promised and what appears on the page.
